Mr. David Mutisya is the Acting Director for Renewable Energy at the Ministry of Energy. He heads the Department of Energy Efficiency and Conservation charged with; policy formulation, development and implementation of Energy Efficiency Programme, including facilitation of private sector investment.

Mr. Mutisya holds a BSC Degree in Agricultural Engineering and a master’s degree in environmental sciences. He has a wide experience in policy, project formulation and management within the public sector, having worked in Agriculture, Water, Environment and Energy sectors in various positions for over 30 years.

David worked closely with CLASP and partners in the development of Kenya’s National Cooling Action Plan.
