Partick KARERA is the Permanent Secretary (PS) of the Ministry of Environment in the Government of Rwanda since May 2020. He is the Chairperson of the Steering Committee of different projects including the Africa Centre of Excellence for Sustainable Cooling and Cold Chain (ACES).

Prior to the current position, he was the Advisor to the Minister of Environment. He also served as the Advisor to the Minister of Lands and Forestry and worked in the Ministry of Finance and Economic Planning as a National Development Planner.

Patrick KARERA is passionate about sustainable cooling as co-driver to implement Kigali Amendment to the Montreal Protocol and The Paris Climate Agreement.
